yes, there is a difference between praying before and after reading the bible, when you pray before reading the bible you ask God for answers which could be found in the bible for your life's questions.
when you need something and confused and want answers, you pray first then read the bible, since God could answer your need and words from the bible would jump to you.
when you pray after reading the bible, it would mean that you want God's wisdom for you to understand what you have read. I pray before reading sometimes and sometimes after reading, both are necessary depending upon your needs.
If you want a model prayer for asking God that you need His power, here is one.
Lord, I need You
you're my maker, youre my provider, you gave me food you gave me shelter, your my refure you're my God, Lord I need You, I need You Lord
Lord I need your mercy to forgive my wickedness, to blot out my transgressions
Lord I need your Love to give me the grace to repent and sin no more
Lord I need your power to control my evil desires and arrest every craving of my flesh
Lord I need YOu indwell in me my God and be my master from this day on. Put my soul, my spirit and all my senses under your complete control that I may act, talk, and think solely for your glory, honor and praise.

I pray when I first get up in the morning, and read the Bible soon after. I have Esword on my computer. I get up much earlier than my husband and therefore do not want to disturb him. I believe it does make a difference, but I usually pray for the Holy Spirit, my medical and financial needs, that of my unsaved relatives, and Satan will soon be defeated. I do not usually pray that God will make me see what the passages really mean, I figure by praying for the Holy Spirit, HE will do it and I do not need to go into detail.
