how to recover paypal money without reaching the minimum payout of 150$

Earlier in the discussions a site was mentioned which pays out in the local currency even if the minimum paypal amount for payment is not reached. I am no longer able to locate that discussion. Do you know that site.

As said by others here, you can try xoom.com but recently paypal has introduced new way to get your money transfered to your bank account in india through online rather than thru check and you don't even have to wait for your account to reach $150, instead you can withdraw even before to your bank account and they charge only Rs. 50/- if it is less than Rs. 7000/- and if it is above Rs. 7000/- there is no charge at all.
