I've learned from personal experience that there is a big difference. When you're in love you feel both excited and sick, lol I say sick because you get butterflies in your tummy, you can't eat, you can't think and you can't sleep. That of course is just the first stage, lol. Being in love is failing to see the flaws in someone because you idolize their better qualities and you can't think of a moment when you won't want that person in your life. Loving is the action part, it's showing the person that you are in love with that you love them by doing things that you don't have to do but want to do to show them you care. Like little surprises, helping out with something, being there for them, being appreciative of them. And you can actually have one without the other but it's always best when you have the two.

I guess there are many scenarios here, love and being loved are both beautiful feelings. It is better if you are in love with the person who loves you but that is not always the case. I can really only speak on a womans point of view but I think most women love to such an extent she can be happy with the man she loves even if it is not returned, I do believe a lot of people never really experience true love but infatuation, real love is something that nothing or no-one can destroy.
