Can exchanging backlinks helps to increase Google Page Rank and Technorati Rank?

All websites and blogs are ranked by Google and Technorati using their own algorithms to determine its ranking. One of the suggested criteria is the links with other websites. I noticed that they are bloggers who offer free backlink exchanges to boost up their ranking.
Do you think this method will worked? Can exchanging backlinks helps to increase Google Page Rank and Technorati Rank? Would you want to give it a try? i say yes of course. after all, the language of the web is people connecting to people. link is just one of the many ways though. you also have to make sure you got the proper and optimized page design - how you construct keywords and other settings so that internet robots can easily fetch you pages.
