For me the best distros are Ubuntu and Suse. Personally i prefer Ubuntu is supported by a big number of developers and is available lot of software as .deb file for this distro.

Ubuntu, PCLinuxOS, Fedora, OpenSuse, Mandriva, and others are all considered to be extremely user friendly.
I would recommend any of the first three distros I have listed there when starting out, as they all have great communities which are extremely helpful. Also all 3 of those OS's have livecd's which allows you to test the OS before installing it. Ubuntu and PCLinuxOS's livecds are also the install cds (I am not sure about Fedora's as I only know they have a livecd download available).
In my opinion Debian is also user friendly no matter what anyone says, but its installation can be confusing because it is a text based install (only uses the keyboard, no mouse, but it does have a GUI) although it is not dificult to install.
