Are Freedome and Security incompatible?

George Bush has recently signed a series of laws that will allow the government to spy on civilians. He argues that such measures are necessary to keep Americans safe. Civil Rights Groups have accused him of limiting civil liberties that are the inallienable right of Americans. - Do you believe Civil Liberties ie freedome of Speech, association, thought, worship etc are incompatible with being safe and secure?
