Bomb All The Terrorists

I was just thinking, lets say for example in Iraq, why can't the government just let the civilians evacuate to another place or perhaps country and then bomb the whole terrorist site? Like a nuclear bomb so that soldiers don't have to die in combat.

how do you separate the civilians from the terrorists? if you put out a notice saying on Tues we will bomb everything, u think anyone is going to stick around and be bombed?

Well i think if they wont stick around and go to another country then it will be easy for them to be eliminated because their resources are limited.
