Do You Know Anyone Using Google For Free?

Do you really know of anyone who is incorporating that 'Get Google Ads For Free' strategy that I keep seeing on the internet? I bought a PLR package about a week ago and it had a 'bonus' package that I couldn't see the contents of until after I completed the purchase and download. This bonus package had an 'exerpt' out of the 'Get Google Ads For Free' strategy, but what I read about it seemed totally unethical and too risky to use. Part of the strategy was to set the price that you would pay for advertising keywords SO HIGH that people would be absolutely crazy to try to gain that keyword over your price. Now - to me, this sounds like a very nasty, dishonest tactic, because you would be claiming a willingness to pay exorbitant prices on something that you never intend to actually pay for. Would this be any different than going into a 5-star restaurant, ordering, eating and drinking to your heart's intent - then running out the door before the server presents you with your bill?
