I dont know wats about this card is... but need it for some reason... can u people give me some info about it ??

PAN is your permanant Account number which you need to fill your income tax returns.You can get the form from income tax office or apply online at https://tin.tin.nsdl.com/pan/index.html or you can get it done by agents.Generally Stationarey shops or Fax operators provide get your PAN card application processed for 50/-

As far as I know,PAN is for Indian citizens residing in India.

This preliminary pan card is for i.d. purpose only with i.t. department. While filing for I.T. and other reasons with the department they are asking for employers number for each and every transactions. So the preliminary pan card is as used for rationcard and voters id card it seems.

Yes, all those who pay income tax have a PAN card - it is used as your identity card for many things - so if you are a taxpayer you must apply for a PAN card.
