Why Do People Act Shocked When Soldiers Are Killed?

Not to be completely rude here, but why do people say things like 'Oh My Gosh I can't believe this happened' and 'No, I don't believe that he/she was killed'? Where do some people think that a soldier is going when he or she is called to go to war/duty - off for vacation or something? I can understand, very much, that a family member who has a soldier son or daughter would naturally say something like this. Why do complete strangers (a general public) to the killed soldier respond this way?

Of course not only civilians but also the government act shocked,because soldier stand for the whole country,killing a soldier means fight against the country,it is connected to the honor,all i know is those.
