Where does the money go from deleted adsense members?

I have always wondered how Google got away with mindlessly deleting people's accounts for no reason and not paying out the money owed to people. I'm really surprised there hasn't been a class action suit against them for stiffing so many users out of the money in their accounts. I myself was deleted from adsense for doing nothing wrong and being completely honest and they didn't delete me until I had reached the $100 minimum required to withdrawl. So, my question is what do they do with this money? STEAL IT??
