Interface PC to real world using customised interface card.

I need to design an interface card which can receive analog signal and convert to digital signal,then process the signal by using computer. After processed, change the digital signal to analog signal to control certain things like (air cond temperature and etc). I will be using RS232 serial port to connect to the interface card. Anyone can give me advice on this subject? Thanks in advance.
