Its safe for walls. I would not suggest using it in a real scrapbook because the best products are acid and lignin free products. The lack of acids and lignins keeps your photos from "yellowing" and degrading. To me its important to make sure your photos are protected.
If you really want to use a really neat wallpaper you've found for something maybe you can use it to decoupage a jewlery box or even a recipe box.

I do scrap booking and it is a lot of fun.I have never used wall paper but i don't think it would be unsafe,but it might crumble in time..All the pages for scrap booking is acid free and will last over long periods of time..but i think the safety part would be fine but the amount of time the wall paper would last without crumbling i would be concerned about...
