Hey does anyone know if froggy funds pays?

Hmmmm.... I'm not entirely sure. I've visited the page and I have to say that it doesn't look like a scam. They seem to have a forum of some sort on the site. Why not ask members there whether they've been paid? Or you could try checking these sites. Also, if it doesn't pay, you can put up the site's name on BeenPaid and it will be blacklisted.
