What is blog and how can one create blog in google?

Hi friends! Someone asked me to help him create a blog eventhough I have heard of the word, but I never knew anthing about it. The person who wants me to help him create blog in google doesn't believe I don't know it that much. How can I start? Thanks for your response in advance.
