Underage drinking

There are tons of horror stories about kids getting drunk and doing dumb stuff... But most kids aren't like that. In fact, a lot of kids can drink responsibly, without endangering themselves or others. Is underage drinking then 'okay' for those kids, at least? It seems rather unfair to let the actions of a few dictate the law for everybody else. Did you drink when you were a kid? Lemme know what you think :)
