My 'control panel' option in the start menu has disappeared

I don't know what happened to it, it is not there. I do have the 'aset program access & defaults' option, but it won't even let me do that, as it says I am not authorised. What is going on?

I really dont know what is happening to your computer...Maybe it needs to be looked at...Im not sure..
