Why is beauty pageants defined by a figure

Why if the contestants of a beauty pageant all seem to look the same body figure. Why when we see one with a little bit of hips or a little bit of belly we say wow she is fat. She is not fat she is just different from the others. I saw a Latina pageant and I thought this will be different because the mayority of latinas have wide hips and big buttocks. JLO as an example. But NOOO, they were all skinny and they even looked anorexic.
I really hope the way the world think changes in this matter. I know Spain is. With the last news of looking for models with "meat around their bones"

i think, that is just one of the gauges. to win in beauty pageants nowadays requires one to have talent and intelligence. physical beauty alone, without talent and intelligence, will pull a contestant down.

Because the emphasis is on the word beauty -- in the physical sense. People have been conditioned to thinking that this is how contestants should look like, so judges conform to this perception.
Fortunately, there are some pageants that now give more weight to a woman's substance -- both her heart and her mind -- not just her physical attributes. This way, people will be more open-minded as to what makes a beauty queen.
