INVESTMENT CLUB OR WHAT?

Hey Guys maybe you can help. Some associates and I are wanting to start a club. We want to loan money to people who are working but have low income. Payday loans are ridiculous. Anyway, of course the interest rate would be lower, but I was wondering if this would be considered an investment club or what?
