Do you know any good software to create banners????

i am trying to create some attractive flash banners..But i dont know flash..IS thery any tool you can recomend for me??? please dont suggest any links..Just give the names..Thanks in advance..

If you use microsoft office then microsoft front page or publisher are both very good and easy for maling banners.
