Foreign aid?

How much foreign aid is 'tied' anyway? Tied meaning that the aid comes with a stipulation that you buy XYZ from the donating country. Seems like a good way for politicians to surreptitiously reward their friends and campaign supporters, but I dunno how much aid is actually tied and how much is really given in goodwill :(
