What to do about two cats that don't seem to get along?

Mimi, the five-year-old cat that had to be given up by her owners (their son is allergic to cats) has been with me for a little while and has become friendlier, which is great! She rarely growls at me or hits me.
My other cat, Columbus, ignores her, but Waffles, another female, sometimes wants to start a fight and chases Mimi. One time, I heard one of them scream, and when I looked, Waffles was just returning from her chase. She also stalks Mimi.
I've scolded both of them and shooed Waffles away, but nothing seems to work. Even as I type, Waffles has reappeared, waiting for Mimi to come out.
I keep these cats apart as much as possible, but look forward to the day that they will at least tolerate each other. Do you think that this will be possible, and is there anything I can do to improve relations between them?

Well, for me I will put my eyes on that two cats... It's seems that Waffles is showing Mimi it's domination on the area where they are. Sooner or later, Waffles will let Mimi alone once Mimi is getting older. I also has a cat that live with me, only that I always let them run around and play with each other. You ust have to keep your eyes on that two just incase. If Waffles is chasing Mimi, let it be, and if they fight, you have to shoo Waffles. Keep doing this, Waffles will get bored and probably (probably) Waffles will not chase Mimi to fight, but instead, chase Mimi to play.

I have two girls and they are sisters, they don't get along too well. They are 12 now and have mellowed a bit but one of them always has scabs on her head due to the other one. We always figured they really hated each other but then sometimes we come home and they are curled up together. I can't understand what makes cats tick! My dad had a cat and then adopted a second cat a few years later. They hated each other for the first few years and then they tolerated each other. I think eventually the cats may tolerate each other.
