Is It Fair That Jobs Ask If You Have A Felon Or Misdemeanor?

I am a business owner and I know how difficult it is to find the right people. But I noticed that many employers ask you to answer if you have a felony or misdemeanor on your job application.
While I understand that recent convictions or recent parolees might be a concern. I don't think that someone who has not been caught up in the system for more than 10 years should have to keep talking about what they did when they were 18.
Someone told me that it feels like they are going to court everytime they go to a job interview. Although they paid for their crime and have not done anything similar, they are still judged.
So what do you think about this?
