what do you think of the 10 yr old boy charged with murder in Greenville,Ohio

From what I have heard and read this 10 yr old boy set a house on fire and killed his mother and 4 others. They say the Ohio town is torn. The boy has been released to his grandmother on house arrest but it sounds like some want him in jail. What do you think, should he be charged with murder and go to jail? it sounds like he has had a hard home life. is that to blame? At what age do we make children responsible?
