How would you help the homeless, Needy, less fortunate?

I am a huge ponderer/ dreamer imagentive person. I have often wondered if i had the huge oppurtunity to something great to make a difference in the world what would i do? I do my part in helping out whereever and whenever i can, but i just feel that there is so much more that i need to give so much more that i want to give and one day i came across with this idea... Tell me what you think. I would buy one of the old mills, factories etc etc. And reburish it, turn it into a big almost like apartment complex but not really maybe more of a hotel type of thing.. were there would be hundreds of bedrooms and each room would have a private bath( like a motel/hotel). The bottom floor would be almost open concept living room areas, dinning room arewas and kitchen areas. I would take people off the street, have companies working togetrher with me to hire people. each person i take off the street would get 3 new sets of clothes and a basket of everyday toiletress etc etc shoes socks.. Enough to go for a job interview... These compaines that i have working together with me will hire each person approatily. It would automatically be set up in there paycheck that a certain percentage we'll say 70% automatically goes into a savings account, 10% gets put into a "charitable funding account" and then the other 20% weekly they would have for there pocket. and then once they had enough money in there savings account we would start loking together for apartments and whatnot... i dont know just an idea.. anyone have an opinion on this? anyone have anything that they could add or change? what do you think? what would you do?
