Can a person propose love to his/her best friend

A love relationship is getting better if the introduction is started from best friends. Some people who did not want to fall in love with their best friend is because they fear of not just hurting themselves, but it will also losing their best friend later. To me, it is relative. Anything which is not happening yet, we still might have a half chance, that what we think before, might be wrong or could be it will never be happened.
