rude neighbors.. anyone else have horror stories??

ok here it is.. as most of you know we foster puppies until they are adopted, now we have trained the pups to stay in our yard which they do 99.9% of the time, the pups have run into the neighbors yard a few steps a few times they have never done any damage or went to the bathroom in their yard they have never been in their yard more then 10 seconds yet he will scream out his window "keep em in your own yard" and "get outta here" like they are in his yard making a mess for hours. the pups are never out without one of us usually two of us with them at all times they are not let to run wild or tear anything up. his grand daughter has a huge mastiff that she brings to his house and if i am outside this dog barks non stop at me my dogs dont bark at him they ignore him i have never said anything to him about this. there are neighborhood dogs that run loose but he knows who they belong to and i have seen them in his yard while he was outside and he acts like they arent there but let my pups run an inch into his yard and he is screaming .. i just want to ask him what his problem is but everytime i go toward him he runs into the house and his wife is never outside, i would put up a privacy fence if i had the money but i do think i am going to buy some extremely ugly cheap fencing and just put it across the property line..lol how do you deal with a rude neighbor?? what are some of your horror stories about neighbors from h*ll??
