Animal Neglect

This is second time I have encountered a dog just running wild around the neighborhood. While walking my own dog this morning...this other dog was just running loose. He was bothering another woman with a smaller dog...and she was scared and was carrying her little dog. Then he came and started following me and my dog. My dog is muzzled so there wasn't a problem..but what if he wasn't. It was a nice black dog...with beautiful blue eyes...but it was so skinny and looked like it was neglected. I would have taken it..but I already have a dog...and a cat. I don't understand people who neglect thier pets to that extent...when they are such nice animals...I think people need to wake up and take care of thier animals...how would they like to be abused and neglected!

I've never understood ppl that just turn their backs on their pets as well. Would they do that to a child? I am always feeding strays and making friends with them. Although I think if you see a stray you should turn it in just so that the poor baby can get a warm place to sleep and some food in it's belly.
I'd love to open a sanctuary one day for animals...

I would have called the SPCA and get them to take the dog. If it is owned, it might have a chip in it, and they can use that to notify the owner. If it is a stray, then they can put it up for adoption. I would assume it got away from its owner or its owner was neglecting and abusing it, because a stray would have been able to survive better.

its so bad when someone neglects an animal i found a kitten once its collar was so tight i took the kitten in then for 2 weeks i could not look after it so i gave it to the rspca at least they will find a home cause i have already have two cats thanks for this discussion
