What sort of government would be the best for the country?

We know the congress and the BJP.They have come to power at various times. But what i'd like to find out is a political model for the country which would help it to develop further in certain fields and provide a balanced growth policy.For example,we have a lot of growth in the engineering and medicine sector, but very less in the humanities or related sectors.We have many graduates but few research scholars.We have some of the richest people in the world, and we are still considered a third-world country.Why is it so?? Is it our political system thats causing all this trouble??Lets discuss and find out.
