Why is it that we have a water shortage now?

Don't you know that more and more percentage of our potable water resources now are becoming contaminated. Meaning, they're not safe to drink. In the philippines, 80% of it's water resources now are contaminated as said in the surveys. Why do these things happen to us? Have we really gone too wasteful?
