You'll receive your star after reaching 100 posts, this are distinguished according to the ratings you received from members and how you perform/ participate here. Stars are tallied from 1 to 10, with one the lowest and ten as the highest. The colors are there to determine the stars you earn, this changes depending on the number of ratings you receive from others. It can go down or up, depends on how you put up your posts.

My star is read and it is located right before my username here, right after my avatar.
Yes, the ratings are those (+, -, !) that you see at the far right of the post. The exclamation point (!) is used to report posts that violates the guidelines, others (+, -) are for rating users. I suggest you use the positive and negative ratings properly, because this is what people mostly abuse whenever they find a post that don't seem to agree with what they say but is somehow posted in a proper manner.
