Resolution for RPC server unavailable??

What is the possible resolution for an error on the computer "RPC Server Unavailable"? Mt friend's computer is not connecting to the internet and when I checked the IP address, it's 169.x.x.x. I tried to release/ renew the IP's but got an error rpc server unavailable. I already tried to stop/ tstart rpc locator but still no luck.
