Is there a way to lessen cat cruelty when the people are not pet lovers?

In my country, it's a sad fact that generally my fellow countrymen are not pet lovers...2 million stray cats has been reported on a tv documentary and they are abused, and in some places cats are hunted and killed for their meat and even for medical practice

There is no way that we can lessen the cruelty done to cats at this time because people view stray cats or dogs as nuisances. I can't blame them when these people don't own cats or dogs and they have to deal with the mess (poop) of stray cats or dogs in their gardens or streets. As for cats being hunted for their meat, that is just a hoax. But I do know that cats are being hunted and sold to medical and nursing students especially their nervous system. I guess what matters is the way the cats are handled before being given as specimens to students.

in some places in my country cats really are hunted for their meat -- even dogs. there was a tv documentary about it and so pity for the cats

Most times, it's difficult if not impossible to change a persons point of view or behaviour, especially towards animals. In such cases, not a whole lot can be done unfortunately, short of a law being passed to make such illegal.
