what wordpress are we talking about here?
the downloadable version (found at wordpress.org),
or the pre-hosted one (wordpress.com)?
the pre-hosted one is kind of limited with its add-ons, themes, and stuff.
for the open-source platform, there are a lot of themes available for download.

The first question here is which wordpress?
1.
Wordpress.org is where you can download the whole wordpress blogging tool. You have to install it to your own server by first creating a database with your hosting provider and extracting all the contents to your root directory or creating a new folder for it.
Let's say your website's url is http://rome9t9.com and you want your blog to appear on that address, then just extract all the contents of your downloaded file to the root directory.
There's a very helpful installation guide in the wordpress.org site.
Wordpress blogs using this blogging platform are very customizable. You can install new themes that other websites offer for download and the likes.

Wordpress.com is where you can use the wordpress blogging platform without having your own server or domain. They offer free blogs but you can't customize it to your heart's content. All you can do is choose from the available themes and change some settings that are pre-determined by wordpress.com. But you can't change the css or anything. But if you want to, you can pay a little amount to be able to.
