When is the right time to leave negative feedback on EBAY?

This discussion is in reference to the sandisk card I ordered on August 22nd and I still have not received it. After filing a dispute with paypal on October 15th.
I signed in to paypal today only to find that I did not get my refund and the case has been closed!
I don't know if I was suppoose to do something more with paypal but I am very upset with this person that I ordered from on EBay.
On October 15th when I filed the dispute I got this message via my paypal account it reads:
From PayPal: PayPal on 10/15/2007 15:47 PDT
This Dispute has timed out.
From Seller: Rambook Ltd. on 9/25/2007 19:31 PDT
Hi, Sorry for the delay of the package, please don't be angry and don't worry, we have shipped your item on Aug,23,2007 by post office international airmail to the US. It usually needs 4 to 11 business days to get to you,if there is the delay at the US customs or in the post office, it will take a little longer. Currently the US customs is very strict to goods shipped from Asia and the inspection will take more time, please understand. Please wait with more patience, it may get to you in next days.If the item arrives, please let me know and close the dispute. Thanks!Best Regards,CS Dept /Samuel
So today when I found the case to be closed I got even more upset about the situation and left negative feedback on the sellers site.
I do not feel bad but I am just wondering if any one else has ever left negative feedback and later regretted it?
Did I wait long enough? I was foolish and did not pay the extra for insurance on the item.
Now I wish I did.

You should have filed a dispute with ebay. They will contact the seller with your problem and act as a negotiator. You may even be able to do that now. Paypal have a set amount of time after the transaction for filing disputes. I can't remember if it is 30 or 60 days but after that time you can not longer get a refund.

Thank you for the advice . I just filed a dispute with ebay. I am hoping since they have failed to email me with a tracking number that they have no proof that they sent it to me an I will win the dispute. Thanks again magilives!

There are times when I have had to leave a negative comment but I have always attempted to communicate with the other person before resorting to leaving the red dot. Postal delays are a lot more frequent these days, with postal strikes and other issues causing problems. Unfortunately you didn't take the insurance option, which would have given you some recourse, but you had waited long enough.

I think that paypal acted a little quick. I dont understand why they closed the case if it hadnt been resolved yet. I guess they contacted the other people and they said that they had sent it so paypal figured it was okay. Why would customs keep something for 2 months? The whole thing sounds like a big ordeal. Were you warned about this before you bought the item?

no I wasn't warned about customs etc before I purchased the item. I don't think I will order from ebay anymore after this ordeal.

I've never ordered anything off from eBay so have no experience with leaving negative or positive feedback but my thinking is that you waited ample time and as you haven't recieved the item I am surprised that PayPal closed the dispute - you might want to contact them again.

Don't worry you gave them more than enough time. The item was shipped Aug 23 and you waited tlll Oct 15 you will probably never see the item. If you do see the item you can post something else with the seller indicating that you received it and when you received. Did you put a tracer on the item with the post office?

I have and I took it back. The people could still see that there had been an issue with me and the seller, but they could also see that we had worked it out and that we were both happy about it. I would definately ahd given a negative feedback for this - definately!

I agree with hip2bemom and others he deserves that feedback and you should contact paypal again because some should and will refund you your money back.
You are better then me because if I have received my items in like 5 -10 business day I'm on it I'm calling everyone. Especially being a person who does ebay myself I personally don't purchase from other countries because it just seems to me and hear others experience they are always trying to scam someone thats why I dont mess them(not dont get me wrong I'm aware of some americans also)
But don't let this slide contact paypal(ebay) again inform them of the email you received from them and how you still havent received your product.

If the seller is not willing to work with you and you are not happy with what you buy. I think that would be a good time to lieve bad feed back.

Wow that really sucks. I think you should put a call into paypal and see why the dispute was closed before it was resolved. You've waiting more than long enough to get your item and you've been way more patient than I would have been. And yeah, I think you have a very valid reason to leave negative feedback on ebay.
