What can you say about the controversial scene from Desperate Housewives?

I haven't seen the episode so I was surprised to read in the newspaper that Teri Hatcher's character said a line that prompted Filipino officials to demand an apology from the show's executives citing that it was discrimination to Filipino nurses. I think it was a blow to Filipino nurses although it was just a fictional show. But the question is, would that line become controversial if there was no alleged controversy regarding the leakage of Nursing board exams in the Phils.?
