Hi :
You have to update your site/blog frequently with fresh, relevant contents, preferably written by you. target keywords which are relevant to the theme of your site. For instance, my blog is about options trading. Thus, I build my articles rich on keywords like options trading, trading options, stock options, options trades etc.
Build backlinks to your blog/site. Participate in forums or social community site like Mylot which allows you to leave a signature with your site's URL. Visit other web-site owners and leave comments there carrying the same signature (if allowed). Request for exchange of links.

The others I believe have supplied enough information but I would like to add that if you do try to build backlinks, you'll be more successful with trading links with a site within the same category as yours.
For example, if you own a car insurance site, building a relationship with a car selling site would be a good idea.
Forums are helpful if you're active in them and if you're a good writer, submit articles with your link to article directories (this I find most effective :) )
