Indians really lazy and slow?

I sometimes feel that are we indians really lazy and slow ????? why we believe in delaying the decisions ? and shrugging responsibilities to others shoulders. Frequent celebrations and festivals make society disintrested in work culture ? Barring Private/corporate sector this mood is prevailing in government, semi government and public sectors ? Is it really true ? what u think should be devote more time for work so contribute in the progress of our motherland ?
