Birocracy - How much time do you waste because of it?

I don't know about you guys, but here in Romania birocracy might become one of the most important factors that lead to increasing mortality, lol... Everything we do has to be messed up by paperwork and walks from one wicket to another. By everything I mean absolutely everything that has to do with pieces of paper: paying a bill, attending driver's school, college matriculation an so on... So, how much time do you waste on doing these kind of things? Does birocracy in your country push your nerves to the limit or is there a fluent way of doing this where you live?
