TNICC still doesn't work

Today monrning,I heard a friend fo mylot that TNICC is back.I am very happy I can come back to TNICC.After opening the web,I type my username ans password,tnen I want to click the paid advertisement.It is a pity,the system tell me:There are not banners or text ads left for you to click at this time.Why?What's the problem of TNICC?

is TNICC is that a scam ot does it really pay i rather stay here where i can trust a site it is hard to find a good one iwill soon find out with other ones that i signed up and upgraded for
