outdoor shopping centers malls

I have found outdoor shopping center malls to be very helpful, yet I don't understand why the accessibility and the aesthetics have to be so awkward. I wonder with so many architectural and engineering possibilities and accomplishments why someone can't connect any of these outdoor shopping centers. There is a cluster of stores by me that I find very useful. These stores are within 10 minutes of each other, and all within view. Nevertheless, it takes an extraoridinary amount of driving to get from one store to another. There are stores next to each other or across the street and you can not walk there (even if the walk is 30 seconds) because the parking lots are completeley blocked from each other. Sometimes during high traffic seasons it may take 30 minutes to get to an adjacent store because there is no walkway connecting the two parking lots. Why does it have to be like this? I once saw someone scaling a fence to get a cup of coffee from a cafe in an adjoinig parking area that had no pedestrain access. The alternative was to drive about 5 miles to the nearest u-turn and then drive back 6 miles to the previous u-turn. Does any one else find this awkward?
