Lack of qualified mathematics teachers

teachers in many of the major urban cities are having a hard finding Highly Qualified mathematics teachers. Yet, Algebra 1 in every high school is reguired before graduation, without pointing the fingers at anyone, how do we rectify this problem?

Maybe looking into a program in your area that some of the teachers can have a chance to learn this subject to be able to interact with diffrent subjects. Just like in a work place sometimes and most times a empolyee or employees will work together to improve skills and if there is a shortage then maybe time to take some of them and get an active program of teachers going with muliply skills.
