HELP!! New folder, cut, and rename

As you might notice the create new folder, rename, and cut options are for some reason not allowed. I have read that this only happen when you changed the security options, but it has been doing this from day one with me. I have windows vista business and i was wondering if anyone knows haw to fix this problem. and by the way they have a registry hotfix for download and that does not work. COULD SOMEONE PLEASE HELP ME.
