Ok, I was flipping through channels looking for a good cartoon and I caught the tail-end of a story about a Smoking License in the Uk. From what I heard, smokers would have to go (and pay for) a class to learn all about the world of smoking and the profit would go to help lung cancer victims. Hehe. I, personally, think that this is a great idea. But then, I am a nonsmoker who is a little tired of smokers walking right up to me and lighting up. I live in a duplex and it never fails that the neighbors will come right outside to light one up. Yech.
