what can we do as a team leader when one of our team members behaves foolishly

I faced this problem many a times being in a position of a team leader Some times our team members might be clever and smart but behave like fools with a kind of sensitive mind. My doubt is that how can we change their minds, making them strong. They can be removed from the team but the only thing that makes me refrain from that move is they are needed for the team. So friends how are you going to solve this kind of problem if you face it.
