According to Kishimoto explanantion many times that "Dattebayo" means absolutely nothing. It is just the way Naruto is. It's pretty much equivalent to saying "ya know?" at the end of every sentence. The two sources below put it pretty well. The links for you to beleive;

It's probably just a quirk phrase that doesn't mean anything. Kenshin always says "gozaruyo" at the end of his sentances and Chichiri from Fushigi Yuugi says "no da" at the end of his. They don't mean anything.

Hah! so dattebayo doesn't have any meaning at all!!! it's kinda annoying sometimes to hear that after every sentence Naruto says...

it means 'you know'... it's like saying with arrogance, like children always do... i can't explain it very well, so i just give you an example instead..
i have a perfect score in the exam! well, i good, "you know!
but, about naruto, every time he speak ittebayo, it's an affirmation, a little bit different from what i say. it means 'for sure' or 'i'm sure of it'...
like: i want to bring sasuke back, "for sure!"
