Will paypal transfer to Indian bank account boost the online job opportunity

With the news of an opportunity to transfer PayPal credit to Indian bank account, it seems to have wide impact on the Indian economy.Those earning online from India will get the benefit no doubt. But I think there is one concern, considering the fraud and scams on internet, suppose if lot of people waste their online earnings or many were misled to invest in a scam program , it seems to have the negative impact. Is there anybody to suggest ways to avoid scams in internet and utilise the Opportunity to our benefit?
