Window Guards to Keep the Draft Out

Anyone know of any inexpensive way to keep the draft out, especially by the windows? The other thing is - I have blinds so if you make/buy a window draft guard where does it lay on the windowsill? Does it look silly just sitting there? Does it really work?

I don't know what you mean about a window guard exactly. The only type of products we have here are either a plastic sheeting you can put on the outside of your windows and staple it on. Or there's the kind you put on the inside of your home and you basically shrink wrap it on to fit your window tightly.
