information about paypal required. please help.

recently, i upgraded my paypal account from personal to premier by mistake without knowing the ramifications of doing so.
today, when i received a payment a payment of 11 cents from clixncash, i found that the entire amount was deducted as fee.
this has happened because of the premier account holding. i wanted to go back to my personal account but couln't find any such thing in the help section of paypal, but read that an indiviadual can hold 2 accounts at a time: a personal account and a premier/business account. i felt slightly relieved reading it.
but i dont exactly know how to do it and dont want to contact paypal regarding this as they may take some time replying.
so posted this query here.
how can i create a new account (personal) while i have a premier account? should i just sign up with a new new email id with same personal information or is there some other way of doing so?
please help. any suggestion will be greatly appreciated.

Just create a new email id and use is it to create a new Paypal personal account. You can have one premier and one personal account. Just remember to quote the proper email id while recieving your payments.

I'm not sure on this point BUT if you do change your email then remember to change it on all the sites that you receive payment from. If you leave the original address on the sites you won't have resolved your problem. If you wait until you have a higher amount to cash out would that help rather than having two accounts?
