what is difference between tomcat and netbean? which one is best?

Maybe you have a misunderstanding here. Apache Tomcat is an application server used to run Java Servlet/Server Pages. NetBeans is an IDE used to develop java apps.

ya understand now only, what is difference between html and xml language? both r used web application development.other than what?

Tomcat is a web server for the deployment of java/j2ee applications and Netbeans is a IDE for developing java/j2ee applciations.Tomcat comes bundled along with the NEtbeans.Netbeans is becoming very popular nowadays as it has greta features.
